Metro-Source, LLC (Metro) is a professional consulting firm, specializing in program design and implementation, policy planning and community development. Metro has planning, organizing and community development experience in both urban and rural communities, and specific expertise in implementing the requirements of the National Environmental Protection Act (NEPA) for public works projects; programs for inclusion of minority and women-owned businesses; small business ecosystem building, and policies and programs for equity and inclusion including Title VI and Environmental Justice. The company has had major success in engaging low-income and high-risk communities in urban and rural planning for over 23 years. A Disadvantaged Business Enterprise (DBE) certified by the New Orleans Aviation Board, Metro’s expertise in social planning, community development, training and technical assistance was gained in some of the South’s most at-risk communities including New Orleans’ Lower Ninth Ward, the low-lying Plaquemines and St. Bernard Parishes, and the rural Black Belt communities of Mississippi, Alabama and Georgia.

Judith W. Dangerfield

Master’s of Science in Community Economic Development, Southern New Hampshire University
Ph.D. in Urban Studies (2020)

As founding owner of Metro-Source, Judith Williams Dangerfield has provided consultation to numerous local, state and national organizations and government entities across multiple subject matters including DBE program design, implementation and compliance, workforce development, small business development, Title VI and Environmental Justice, equity and inclusion in government contracting, strategies for closing the racial wealth-gap, place-making and community economic development.

As a consultant she served for two-years as the Director of Supplier Diversity for the City of New Orleans and for three years as a Federal Monitor for the Consent Decree between the US Justice Department, the New Orleans Police Department and the City of New Orleans.

Ms. Dangerfield has been a presenter and panelist at the 2017 SOCAP International Conference, the 2015 PolicyLink Equity Summit and the 2009 BMW Foundation Siftung, Herbert Quant Responsible Leaders Forum.

She holds a Master of Science in Community Economic Development from Southern New Hampshire University and is currently pursuing a Ph.D. in Urban Studies at the University of New Orleans.

Together with late husband Dr. Peter W. Dangerfield she co-authored Voice of the Poor” Citizens Participation in Rebuilding New Orleans, published in 2009 by the National Black Political Scientists Association.

Ms. Dangerfield is a founding chair of the Ujaama Economic Development Corporation and a member of the Board of Directors of GoodWork Network.

Trevor Williams

BA in Sociology, Florida A&M University

Trevor Williams is Metro-Source’s Managing Partner specializing in outreach and social research. She joined Metro-Source in the fall of 2005, and has overseen projects which include, Project Manager for the New Orleans Aviation Board’s DBE/ACDBE program, Lead the Survey Team for the New Orleans Consent Decree Monitor community outreach survey and the Bring New Orleans Back Commission. During her tenure with Metro she has also worked as community liaison and lead researcher for the Army Corps of Engineers IHNC Lock Replacement Project’s mitigation program.

Career highlights include a two-year internship through the University of Northern Iowa in partnership with the U.S. Military where Ms. Williams was responsible for programming youth activities in foreign communities that housed military bases in an effort to promote good relations between the two.

Ms. Williams also has additional outreach experience having served as junior account manager at a local public relations firm where her duties included coordination of large community outreach events for the City of New Orleans’ Job 1 program, and database management.

Robino Barnes

Robino Barnes serves as Site Monitor and construction project manager for Metro –Source, LLC. Projects under Mr. Barnes' supervision include serving as site monitor and compliance officer for construction of both the New Orleans Aviation Board’s and the Lafayette Airport Commission’s new terminal development programs.

He was also responsible for the implementation, monitoring, reporting and compliance of for the Harrah’s Casino construction project and the Jackson Barracks Economic Outreach program. In addition, Mr. Barnes is proficient in Geographic Information Systems Mapping, having overseen numerous GIS projects for the Army Corps of Engineers.

Mr. Barnes has over 20 years of experience working with economic inclusion programs in the public, private and non-profit sectors.

Mr. Barnes has OSHA 30 certification and holds a Contractors Accreditation Certificate from the State of Louisiana.

D’Arcy Stansberry

BS in Computer Information Systems, Florida A&M University

D'Arcy Stansberry is an Information Technology Specialist for Metro-Source. She serves as Compliance Specialist for both the New Orleans Aviation Board’s DBE/ACDBE Program and North Terminal Project. Ms. Stansberry has assisted in the implementation of a DBE/ACDBE compliance reporting system. Since joining the Metro-Source staff in 2007, she has created an intra-office database system, allowing all aspects of the office, including certifications, compliance monitoring, outreach and business development, to interface with one another. Other responsibilities include, preparation of annual attainment reports for the FAA and design and preparation of dynamic ad hoc reports.

Ms. Stansberry earned her Bachelor of Science Degree in Computer Information Systems from Florida Agricultural and Mechanical University. She has programming experience using such languages as HTML, PHP, Visual Basic for Applications, Javascript, and SQL. She is proficient in the use of such programs as Corel WordPerfect, Microsoft's Word, Excel, Access and Publisher, and Macromedia’s Fireworks.

Taifa St. Julien

BA Mass Communication/Broadcast Journalism, LSU

Taifa St. Julien serves as Senior Project Manager responsible for oversite and management of Lafayette Reginal Airport’s DBE/ACDBE Program and the New Orleans Aviation Boards DBE/ACDBE Program. Skilled in community outreach, Ms. St. Julien coordinates outreach efforts to maximize program inclusion. She is responsible for contract compliance and program goal setting, conducts preliminary compliance reviews and Commercially Useful Function (CUF) audits and general administration of the federal DBE/ACDBE programs.

Ms. St. Julien graduated from Louisiana State University in 2001 with a degree in Mass Communication/Broadcast Journalism. She has sixteen (16) years’ experience practicing public relations and over ten (10) years’ experience in program management. Career highlights include managing Public Affairs for Cox Louisiana and serving as Public Information Officer for East Baton Rouge Parish School System.

Stephen Peychaud

BA Political Science, Xavier University

Stephen Peychaud joined the Metro team in 2018.Prior to coming to Metro he served from 2014 to 2018 as the Chief Diversity Officer for the City of Alexandria. In this role, Stephen was charged with responsibility for ensuring participation of entrepreneurs of color and women in city government contracting. During his tenure with the City of Alexandria he was the Louisiana Economic Development liaison for the Small Emerging Business Development program.

Mr. Peychaud worked with Small Business owners to accelerate the growth and success of entrepreneurial companies through an array of business support resources and services. He was responsible for nurturing new and emerging businesses, facilitating growth and self-sufficiency thereby creating new jobs and stimulating economic developments in City of Alexandria. He also served as the Executive Director of the Central Louisiana Business Incubator and worked with existing Incubator Tenants on ways to expand their businesses using various State of Louisiana’s Economic Development (LED) programs.

Mr. Peychaud is currently Metro’s staff support person for the federal DBE and SBE Programs and for the local SLDBE program at the RTA.

Mr. Peychaud holds a Bachelor of Arts in Political Science from Xavier University of Louisiana. He is an Institute of Politics Fellow at Loyola University in New Orleans.
